If you don't have witnesses you can probably talk someone waiting in a nearby office to stand with you. It is a very 'matter of fact' legal procedure and may be exactly what the couple wants. Ceremonies normally take place at specific dates and times. One thing to note...photography is not allowed in the courthouse.
